Bhutan SDF and travel costs: fees, child rates and budgeting

Understand Bhutan’s nightly SDF, child age bands and separate visa fees, then build an itemised budget for accommodation, guides, transfers and other travel costs.

Plan your visit

Bhutan’s Sustainable Development Fee, usually shortened to SDF, is a government levy charged per person, per night. For ordinary tourist travel, the rates checked on 21 October 2026 are INR1,200 for Indian nationals aged twelve or above and US$100 for US and European ordinary-passport tourists in the dollar-paying category. Children have lower rates or an exemption, depending on age. Accommodation, meals and other travel services need a separate budget.

Start with each traveller’s nationality, age and number of chargeable nights, then add the applicable visa application fee and your chosen services. This gives you a useful starting point for comparing quotations, especially when family members share rooms and a vehicle. A combined price may already include SDF, so check the breakdown before adding it again.

SDF rates by nationality and age

All amounts below are per person, per chargeable night.

Tourist categoryTwelve or aboveSix to under twelveUnder six
Indian nationalsINR1,200 / Nu.1,200INR600 / Nu.600SDF-exempt
US and European ordinary-passport tourists paying the dollar rateUS$100US$50SDF-exempt

INR means Indian rupees; Nu. denotes Bhutanese ngultrum. The child boundaries follow the Bhutan Department of Tourism FAQ. A child who has turned twelve falls into the full-rate band. If a sixth or twelfth birthday falls during your visit, request confirmation of how the application will be assessed before paying; do not assume how nights around the birthday will be charged.

Use nationality rather than residence or departure airport when identifying the relevant category. An Indian national living in Europe should not select the dollar category simply because the journey begins there. Special passport or travel categories need separate confirmation.

What does SDF fund?

SDF supports Bhutan’s public development and preservation programmes, including healthcare, education, conservation, cultural preservation and infrastructure. The Department of Tourism explains its purpose in the official SDF announcement. Accommodation and an individual holiday package are separate from this levy.

How long does the dollar-rate incentive last?

The official announcement specifies 1 September 2023 through 31 August 2027 for the dollar-rate incentive. That endpoint applies specifically to this incentive; it does not establish an expiry date for the Indian rate.

For travel around or after the endpoint, obtain a fresh fee assessment covering your actual dates. Do not assume that paying early protects the quoted rate or that a particular replacement rate will automatically apply.

Visa application fees and Indian permits

Applicable US and European ordinary tourist visa applicants pay a separate one-off, non-refundable US$40 visa application fee, additional to SDF. Indian nationals use an entry permit instead of a tourist visa. These categories are explained on the official visa and permit page.

Using the Indian permit category does not mean that every provider, processing or payment transaction is free. Ask for any additional charges to be identified separately. For documentation and application guidance, use the companion Bhutan entry requirements guide.

Worked examples: government fees only

These hypothetical examples use the rates above and three chargeable nights. They are arithmetic illustrations, not supplier quotations or complete holiday budgets.

One adult aged thirty

  • Indian national: 3 nights × INR1,200 = INR3,600 SDF. This excludes any permit-related service or transaction charges and all travel services.
  • US or European ordinary-passport tourist paying the dollar rate: 3 nights × US$100 = US$300 SDF. Adding one applicable US$40 visa application fee gives US$340 in these government fees, before payment charges and travel services.

Two adults and two children

Assume two adults aged thirty and thirty-five, one child aged eight and one child aged four, all travelling in the same nationality category for three chargeable nights, with no birthdays during the visit.

Family categoryCalculationFamily SDF total
All four are Indian nationals3 × (INR1,200 + INR1,200 + INR600 + INR0)INR9,000
All four are US or European ordinary-passport tourists paying the dollar rate3 × (US$100 + US$100 + US$50 + US$0)US$750

Both family totals exclude all visa application fees, provider and payment charges, accommodation, meals, guides, vehicles, tickets and other travel expenses. For a family with different nationalities, calculate each person’s SDF separately before adding the totals.

Build the rest of your Bhutan travel budget

Once you have the government-fee subtotal, request prices for the services you will use. No current hotel, guide or vehicle quotations were obtained for this guide, so the categories below are a planning checklist rather than market-rate estimates.

Budget categoryWhat to ask the provider
Travel to and from BhutanWhich flights or other journey segments are included? What baggage and change conditions apply?
Approved accommodationWhich property, room type and occupancy are quoted? Are extra beds, breakfast and applicable taxes included?
Meals and drinking waterWhich meals are included, and what remains payable locally?
Guide servicesWho arranges the guide, which days and transfers are covered, and what additional charges could arise?
Vehicle and driverAre airport or border transfers, waiting time, extra journeys and driver expenses included?
Admission and activitiesWhich tickets are included, and what age-specific prices apply?
Insurance and personal spendingWhat cover will you purchase, and what allowance do you need for purchases, tips and unexpected costs?

Keep costs quoted per room or per vehicle separate from those charged per person. Ask whether adding a child changes the room arrangement or vehicle requirement. An SDF reduction or exemption does not automatically provide free accommodation, meals or admission. Obtain child-specific service prices rather than applying the SDF concession to the whole quotation.

For a stay in Paro, use the Paro travel guide for local visits and admission context alongside this country-wide fee calculation. Both linked Traviya guides are local editorial drafts pending separate publication.

Check taxes and combined prices

Ask whether applicable taxes are included and how they appear on the invoice. Do not add an assumed percentage to every budget line or assume that SDF and visa fees receive the same tax treatment as commercial services.

If a combined quotation includes SDF, count it once within the total. Request the billing currency, any conversion assumptions, payment charges and the quotation’s validity period.

Border-town stops and onward holidays

Border-only SDF arrangements do not make an onward stay in Paro SDF-free. The Indian consular guidance distinguishes designated border visits from travel farther into Bhutan.

Do not deduct a border-hotel night from your calculation without written confirmation for your circumstances. A geographic waiver and a refund provision are separate matters. This guide does not establish current individual waiver eligibility or promise a free night or automatic refund.

Compare quotations before paying

Give each provider the same travel dates, nationalities and ages. Ask for an itemised quotation showing:

  • The assessed chargeable nights, SDF and applicable visa application fees.
  • Accommodation, room occupancy, included meals and child-specific charges.
  • Guide coverage, vehicle and driver, transfers and extra-journey conditions.
  • Included admission tickets, activities and exclusions.
  • Applicable taxes, application-service charges and payment or currency-conversion charges.
  • Deposits, payment deadlines, cancellation terms and date-change costs.

Confirm government-fee refund conditions separately from supplier cancellation terms. A hotel’s cancellation policy does not establish whether SDF will be refunded. Before changing or shortening a trip, request written confirmation of the applicable government-fee process, any deductions and supporting requirements. Do not assume an unconditional refund or a particular amount.

Reconfirm the fee assessment before payment and again before departure, particularly if dates, ages, nationality details or the length of stay change.
