Plan your visit
Indian citizens need an entry permit for tourist travel to Bhutan. Travellers using ordinary US passports or ordinary passports from European countries need visa approval before travelling. Start with each traveller’s nationality and document category, then check documents, application timing and arrival arrangements. Bhutan Tourism’s entry guidance explains the distinction.
Nationality determines the process, rather than where you live. An Indian citizen living in France follows Indian-national arrangements; a US citizen living in India follows US-passport arrangements. European countries are separate nationalities, and exceptions for diplomatic or other special passports should not be applied to ordinary tourist passports.
This guide covers ordinary tourist travel, drawing on research dated 21 October 2026. Other nationalities, emergency documents, refugee travel documents and special passport categories need category-specific confirmation from Bhutan Immigration. Recheck official guidance before departure, especially if your documents or family arrangements fall outside the ordinary tourist categories below.
Entry approval is only one part of arranging a tourist visit. Book certified or specifically approved accommodation and arrange a certified guide with a valid licence. Guiding requirements include monument visits and transfers from Paro Airport to other districts; the first-designated-checkpoint exception is not a general sightseeing exemption. You may make bookings independently, while tour and sightseeing services must be provided through a Department of Tourism-registered operator.
Documents for Indian citizens
Indian adults can use either an original Indian passport meeting the validity requirement or an original voter identity card issued by the Election Commission of India. These are alternative document routes: the voter-ID option does not require a passport as well.
The Indian Embassy’s document guidance covers arrival by road and at Paro Airport. If flying, confirm your chosen document route with the airline before buying tickets.
For Indian children under 18, prepare a passport or an original birth certificate in English. For the ordinary Indian entry-permit arrangement, rule 74 of Bhutan’s Immigration Rules requires accompaniment by either parent or a legal guardian, whether the child uses a passport or birth certificate.
The Indian Consulate’s Phuentsholing checklist also specifies two passport-size photographs. Carry them, particularly when applying at entry.
If a child is travelling with a legal guardian, without one parent or under an exceptional arrangement, ask Immigration and the carrier what relationship, guardianship or consent evidence they require. The available research did not establish a universal consent checklist. Rule 49 also addresses consent-based applications for children travelling without a parent or legal guardian. For an exceptional unaccompanied Indian-child application, obtain advance confirmation from Immigration of how rules 49 and 74 apply together, and confirm the carrier’s requirements. A standard parental letter should not be assumed to establish permission by itself.
Documents for ordinary US and European-country passport holders
Tourists using ordinary US passports or ordinary passports issued by European countries need visa approval before travel. This includes ordinary British and Swiss passports. Check your nationality and passport category against Bhutan Tourism’s guidance, rather than relying on your country of residence or an exemption for special passports.
Prepare the following for the application:
- A digital copy of the passport.
- A recent digital passport photograph.
- Intended arrival and departure dates.
- Payment details.
- The required information for each traveller, including children.
For the journey, carry the original passport used in the application and your approval records. Digital copies do not replace the original travel document. When a child travels without both parents, confirm the applicable consent and relationship evidence with Immigration and the carrier before making firm arrangements.
Passport validity: count from departure
A passport used for entry must remain valid for at least six months beyond the intended date of departure from Bhutan. This calculation appears in section 72 of the Immigration Act of Bhutan, 2007 and rule 37 of the Immigration Rules and Regulations 2023.
For example, an intended departure on 10 April 2027 requires passport validity through at least 10 October 2027. Recalculate if your departure date changes.
Some travel summaries use arrival-based wording; Bhutan’s cited provisions use intended departure. This passport requirement preserves the separate voter-ID route for eligible Indian adults and birth-certificate route for Indian children.
Apply through the official channel
Start at Bhutan Tourism’s official visa and permit page and follow its link to the Immigration application portal. You can apply yourself or have a hotel or tour operator apply on your behalf.
Check names, document numbers and travel dates carefully before submission. Keep application references, payment receipts and approval records together. If a provider applies for you, obtain your own copies and check the issued details.
Indian tourists may apply before travel or at the point of entry. Advance application reduces reliance on arrival queues, but the inspected guidance did not establish a separate standard Indian permit-processing deadline. Leave time for corrections and avoid planning an onward connection that depends on immediate approval at the border.
Visa fees and realistic processing time
The tourist visa application fee is US$40 and non-refundable, separate from the Sustainable Development Fee, or SDF. Rule 119 confirms the visa fee. Indian citizens use the entry-permit process rather than the US$40 tourist-visa route; this does not make their trip exempt from applicable SDF charges. Ask providers to itemise their service charges separately from government charges.
For an ordinary visa application, allow at least five working days plus a buffer. Tourism describes review within five working days, while rule 68 specifies a minimum of five working days after receipt of the required documents. Plan around the more cautious allowance, with additional time for corrections, payment difficulties and holidays. Neither wording guarantees approval or a maximum turnaround. This is not an established Indian permit-processing deadline.
SDF is a separate tourism levy. The companion Bhutan SDF and travel costs guide covers rates, child categories and wider budgeting. It remains a local editorial draft; confirm applicable charges against current official guidance before paying.
Arriving by air or land
Paro is an established air entry point. Bhutan Tourism also identifies four road entry points from India: Samtse, Phuentsholing, Gelephu and Samdrup Jongkhar. Use the official arrival information to begin planning, then confirm arrangements at your selected crossing.
Carry the original documents and approval records relevant to your nationality, and confirm document acceptance with your airline or other carrier. If travelling through India or another country, check that country’s transit or entry requirements separately. Bhutan entry permission does not provide permission to enter a transit country.
Confirm tourist-processing hours for your arrival. Border access, permit processing and guide registration have separate arrangements: a pedestrian terminal described as open around the clock does not establish continuous tourist permit processing.
For destination planning after arrival, see the Paro travel guide. This is also a local draft guide, rather than a publicly published page.
Phuentsholing: coordinate guide registration separately
A Department of Tourism notice dated 11 September 2026 and posted on 14 September 2026 sets out two changes at Phuentsholing:
- Pre-arranged guide registration changes from 24 hours to 48 hours before the tourists’ travel date.
- The walk-in guide-registration link opens at 6 p.m. for the following day’s engagement, replacing its previous morning opening.
Coordinate with your guide, provider or the Tourism Information Office before fixing your arrival plan. These timings concern guide registration. They do not establish tourist permit deadlines, border opening hours or guaranteed guide availability. The notice gives no separate commencement date.
The Phuentsholing notification is linked from Tourism’s announcements page. It refers to a separate detailed guideline that was not inspected for this guide. Confirm any claimed exception or additional procedure directly; these two changes should not be extended to other crossings.
Travel beyond the entry point
Rule 113 exempts holders of tourist visas or permits from the general route-permit requirement. Older advice requiring every tourist to obtain another route permit beyond Thimphu and Paro conflicts with this provision in the current-linked Immigration Rules.
The exemption does not grant unrestricted access to prohibited or restricted areas or remove applicable guide obligations. Confirm arrangements for the places you plan to visit.
Follow the dates and conditions of your actual issued permission. A reference to a maximum tourist stay does not automatically grant every visitor 90 days.
Before you leave
Check these points while there is still time to correct a problem:
- Each traveller is following the process for their nationality and document category.
- Original documents are ready, with passport validity calculated from intended departure.
- Indian children have the required documents and an accompanying parent or legal guardian for the ordinary entry-permit route; any exceptional unaccompanied arrangement has advance Immigration confirmation, with consent and carrier requirements checked.
- Application and approval details match the documents and intended travel dates.
- Payment receipts and approval records are available offline.
- Arrival arrangements and tourist-processing hours have been confirmed with the selected crossing and carrier.
- Any applicable Phuentsholing guide registration has been coordinated separately.
- Transit-country permissions have been checked, with time allowed for delays.
Suitable travel insurance is sensible protection. Bhutan Tourism withdrew the general mandatory tourist travel-insurance requirement on 23 April 2024, as recorded on its announcements page. Older mandatory wording should not be treated as the current general tourist visa-document rule.

Indian citizens use an entry permit for tourist travel rather than a tourist visa. Apply before travel where possible; entry-point applications can involve queues.
Yes. An original voter identity card issued by the Election Commission of India is an accepted alternative for Indian adults. Confirm acceptance with your airline before booking a flight using this document route.
Indian children under 18 can use a passport or an original birth certificate in English. For the ordinary Indian entry-permit arrangement, rule 74 requires accompaniment by either parent or a legal guardian. Rule 49 also addresses consent-based unaccompanied applications. If that is your plan, obtain advance Immigration confirmation of how both rules apply and confirm the carrier’s requirements; do not assume that a parental letter by itself establishes permission.
Yes. Ordinary US passport holders and ordinary passport holders from European countries need visa approval before travel. Residence elsewhere and exceptions for special passport categories do not establish an ordinary-tourist exemption.
Departure. A passport used for entry must remain valid for at least six months beyond intended departure from Bhutan. Eligible Indian travellers retain their separate accepted-document alternatives.
Start with Bhutan Tourism’s official visa and permit page and follow its Immigration application link. You can apply yourself or use hotel or tour-operator assistance. Keep copies of the application, receipts and issued approval.
The tourist visa application fee is US$40, non-refundable and separate from SDF and provider charges. Allow at least five working days plus a buffer, without assuming a guaranteed deadline or approval. This is not an established Indian permit-processing deadline.
Yes, but advance application is recommended because entry-point applications can involve queues. Confirm your crossing’s processing arrangements. The September 2026 Phuentsholing notice separately specifies guide registration 48 hours before travel for pre-arranged guides and a 6 p.m. registration-link opening for next-day walk-in engagement.
