Some factual checks remain unresolved. Confirm current entry rules and fees before relying on this working draft.
Start with each traveller’s nationality and documents. Indian nationals need an entry permit. US, British citizen, French, German and Swiss ordinary-passport tourists need advance visa approval. Residence in India or Europe does not establish a passport entitlement.
For two Indian adults sharing a room, the illustrative six-day, five-night plan below includes INR 6,000 SDF per person and totals INR 47,850 per person, using hypothetical spending allowances and contingency. Flights and travel to your Indian departure gateway cost extra. This is a budgeting example, not a package quotation.
The route assumes Paro air arrival and departure: two nights in Thimphu, one in Punakha and two in Paro. A land approach needs additional gateway planning.
Evidence check: 20 October 2026. The September Phuentsholing guide-registration notice has now been inspected and incorporated below. Important gaps remain: contradictory border-waiver dates, details in the notice’s separately referenced guideline, and independent reconfirmation of the destination authority’s cross-passport validity rule. These points remain unresolved; this article is not fully cleared for booking decisions.
Start with your passport, five nights and your arrival route
For this short circuit, compare Paro flights against the complete cost of approaching by land: travel within India, border formalities, onward transport and additional accommodation. No dates or departure city were supplied, so this guide contains no observed fares or schedules.
Choose Paro arrival for the example if your actual connections and budget support it. If entering overland, add gateway nights or consider omitting Punakha. Ask your provider to check the route against confirmed arrival and departure arrangements before reserving rooms.
Entry documents and applications
Indian nationals
Indian adults need an entry permit and an original Indian passport or original voter ID. For children under 18, the Indian consulate lists a passport or English-language birth certificate, with a legal guardian accompanying the child. Its Phuentsholing arrival instructions require two physical passport-size photographs. See the Indian consulate’s guidelines.
Indians can apply before travel or at entry. Bhutan Tourism specifies a passport-size photograph for an arrival application. Advance application is a sensible choice for a short holiday, although approval and entry checks still apply. Use the official permit instructions and immigration portal. The portal’s live fields and transaction charges were not inspectable during this run.
Passport-validity gap: Research earlier in this run recorded a requirement for six months’ validity after intended departure in Bhutan Immigration’s general information PDF. Revision and independent-review retrievals failed. The Indian consulate specifies minimum six-month validity without establishing that measurement point. Obtain current Immigration confirmation for your passport before booking; the broader departure-based rule remains unconfirmed in this revision.
Named US and European passports
US, British citizen, French, German and Swiss ordinary-passport tourists need a visa approved before travel. Switzerland’s diplomatic or government-official passport exception does not cover ordinary passports. These examples concern citizenship and passport category, not European residence. See official entry guidance.
For full British citizen passports, the UK government independently specifies validity for at least six months after planned departure. That page does not establish the rule for Indian, US, French, German or Swiss passports.
Online visa applicants need a digital passport copy, recent digital passport photograph, arrival and departure dates, and payment details. You can apply yourself or through your operator or hotel. Bhutan Tourism publishes review within five working days after submission; leave a planning buffer. Follow its visa instructions and confirm the current checklist at the application portal.
SDF and other government charges
The Sustainable Development Fee is calculated per person, per night.
| Tourist category | Adult nightly SDF | Age six to under 12 | Under six |
|---|---|---|---|
| Indian nationals with eligible documents | INR 1,200 | INR 600 | Exempt |
| Named non-Indian ordinary passports above | USD 100 | USD 50 | Exempt |
The reduced child rate ends at the 12th birthday. These are the currently published rates. The government incentive announcement establishes the USD discount period as 1 September 2023 through 31 August 2027. Recheck for later travel.
Tourist visa applications also carry a one-off, non-refundable USD 40 charge. Do not add this visa charge to the Indian permit example. See visa guidance.
For five nights:
- Indian adult: 5 × INR 1,200 = INR 6,000 SDF.
- Adult with a named non-Indian ordinary passport: 5 × USD 100 + USD 40 = USD 540 in government charges.
Border-only visits remain an unresolved exception. The FAQ describes a 24-hour waiver within designated zones of Samtse, Phuentsholing, Gelephu and Samdrupjongkhar. Its stated start, duration and expiry conflict. The 2023 incentive announcement and an operating procedure that expired on 13 April 2025 do not establish reconciled current conditions. Obtain authoritative confirmation before relying on this waiver. Deduct nothing for the inland itinerary here. Sources: FAQ, announcements and expired procedure.
What to book: guide, approved stay and local transport
Arrange a licensed guide throughout this circuit, including your Paro arrival transfer. The 8 April 2026 notification reiterates accompaniment during monument visits and travel from Paro airport to other districts. Trekking tours require a licensed trekking guide.
The notification acknowledges an exception until the first designated checkpoint. It does not establish a general exemption for Paro or Thimphu sightseeing, or for Tiger’s Nest. The precise application to a proposed border-only visit still needs confirmation.
The 2024 tourism rules, effective from 26 August 2024, require arrangements for accommodation, guide and transport, including airport pickup. Stays must be certified or otherwise approved under the rules. Rule 28 reserves provision of tour and sightseeing services to a tour operator.
The tourism FAQ permits independent booking. Read that permission alongside the service-provider rules: obtain written confirmation of the licensed operator responsible for supplying your sightseeing.
If entering through Phuentsholing: The Department of Tourism’s notification dated 11 September 2026, announced on 14 September, changes pre-arranged guide registration from 24 to 48 hours before tourists’ travel date. For walk-in tourists, the registration link opens at 6 p.m. for the following day’s engagement, replacing 6 a.m. See the officially linked notice and announcement.
Have your provider confirm which registration process applies and when it must be completed. The notice does not unambiguously establish an “at least 48 hours” submission deadline. It names Phuentsholing, does not state nationality exemptions and does not establish procedures for every land port. Its separate detailed guideline was not obtained, so remaining registration details and checkpoint-exception scope remain unverified. The September notice changes registration arrangements; it does not replace the general guide requirement.
Guided tourist travel has route-permit relief outside prohibited or restricted areas. Restricted areas identified as trekking routes require a trekking guide; this does not grant access to every restricted area. Have your provider check your actual route against the official announcement and rules.
Local self-drive rentals are unavailable, according to the FAQ. This budget assumes a Bhutan vehicle with a driver. Bringing a foreign-registered vehicle requires separate arrangements and is outside the example.
Request a tax-inclusive written quotation covering rooms, meals, guide days, vehicle and driver, fuel, transfers, parking, admissions, cancellation terms and exclusions.
A six-day, five-night Paro–Thimphu–Punakha plan
Illustrative plan: two adults sharing one room, arriving and departing by air through Paro. Confirm activities, access and transfers with your provider.
| Day | Suggested plan | Overnight |
|---|---|---|
| 1 | Arrive in Paro, complete formalities and meet your guide. Continue to Thimphu if arrival timing and conditions permit; keep sightseeing optional. | Thimphu |
| 2 | Consider Buddha Dordenma for its hilltop setting overlooking Thimphu Valley. Leave room for breaks rather than filling every hour. | Thimphu |
| 3 | Travel towards Punakha, agreeing optional stops around conditions and your pace. | Punakha |
| 4 | Consider Punakha Dzong for its architecture and Buddhist murals, then continue to Paro. Keep any additional walking optional. | Paro |
| 5 | Reserve the day for Tiger’s Nest, or choose a gentler Paro programme with your guide. | Paro |
| 6 | Depart from Paro. | — |
Bhutan Tourism describes Buddha Dordenma and Punakha Dzong. These suggestions do not establish current opening arrangements or admission prices; request those in your quote.
For fewer changes of hotel, omit Punakha and split the five nights between Thimphu and Paro. For a land arrival, extend the trip or simplify the circuit instead of compressing the gateway journey into Day 1.
Build your budget per person
These are hypothetical INR allowances, not researched market prices or supplier quotations. Two adults share one room, one guide and one vehicle with a driver. Only SDF uses a verified government rate.
| Item | Per-person calculation | INR per person |
|---|---|---|
| Indian adult SDF | 5 nights × INR 1,200 | 6,000 |
| Accommodation | 5 nights × INR 3,000 per shared room ÷ 2 | 7,500 |
| Meals | 6 days × INR 1,000 | 6,000 |
| Guide | 6 days × INR 2,500 per shared guide ÷ 2 | 7,500 |
| Vehicle and driver | 6 days × INR 4,000 per shared vehicle ÷ 2 | 12,000 |
| Sightseeing | Per-person allowance | 3,000 |
| Connectivity | Per-person allowance | 500 |
| Insurance | Per-person allowance | 1,000 |
| Subtotal | Sum of the above | 43,500 |
| Contingency | 10% × INR 43,500 | 4,350 |
| Illustrative total | Subtotal + contingency | 47,850 |
That produces INR 95,700 for two adults. Flights, Indian gateway positioning, additional land-arrival nights and transfers, shopping, optional activities, personal spending and unquoted payment charges are excluded.
Replace each allowance with a final tax-inclusive quotation. Ask whether the vehicle price includes fuel, transfers and parking. The sightseeing allowance is not a verified admission-fee total; the insurance allowance is not a premium quote. No tax percentage is assumed.
The ngultrum’s published parity is BTN 1 = INR 1. This does not establish universal denomination acceptance or eliminate bank charges. See the currency guidance. No USD conversion is used.
For the named non-Indian ordinary-passport adults, retain the separate USD 540 government-charge calculation and obtain service quotes. The INR model does not establish their complete trip price.
Choose a season and decide about Tiger’s Nest
Compare spring and autumn first if your dates are flexible. The official seasonal guidance describes generally dry spring weather and sunny autumn days; monsoons can affect transport. These are seasonal patterns, not a forecast.
Tiger’s Nest is an optional substantial outing. The Department of Culture gives an approximate monastery elevation of 3,120 metres above sea level; that is not the amount you climb. See the official heritage description.
Bhutan Tourism describes a sustained ascent and lists five to six hours for the hike. Reserve the day, discuss walking ability and altitude concerns beforehand, and avoid a tightly timed second activity.
Its family guidance describes pony assistance for younger guests only to around halfway. This does not establish complete assisted access for adults. If you need step-free or vehicle access, obtain a specific assessment before booking. Current detailed trail access and opening were not verified here. Keep a gentler Paro day available and seek individual medical advice where altitude or exertion raises a health concern.
Before departure and on arrival
Book in this order:
- Establish each traveller’s nationality, passport category and documents; resolve passport validity and choose provisional dates.
- Check actual flights or the complete land-gateway journey, including extra nights and positioning costs.
- Obtain inclusive quotations for approved stays, licensed services, transport and activities; review cancellation terms.
- For Phuentsholing, confirm pre-arranged or walk-in guide registration against the September notice and obtain the missing detailed procedure before committing to the land plan.
- Apply through the official permit or visa route, complete applicable payments and save approvals and receipts.
- Reconfirm documents, services, payment access and official notices before departure.
Carry original entry documents, approval, SDF receipts, bookings and provider contacts. Include the photographs, minor documents and guardian arrangements relevant to your application method. On arrival, check your approval’s names, dates and conditions, then confirm the guide meeting and onward transport.
Mandatory tourist insurance was withdrawn on 23 April 2024, but Bhutan continues to recommend it. Check activities, emergency treatment, evacuation, exclusions and limits before buying. See the official withdrawal announcement.
Prepare several payment options. Bhutan Tourism’s payment guidance recommends enabling cards for international use, notifying your bank and checking supported networks and withdrawal limits. For an Indian-issued card, ask your issuer specifically about Bhutan validity and payment restrictions. Arrange usable cash and card backups with your provider; do not assume every merchant or ATM supports your card.
PhonePe’s Bhutan launch announcement and current UPI terms support UPI International for eligible users at supported merchants, with activation required. Check account eligibility and activation before travel. A QR code alone does not establish compatibility with your app.
Arrange connectivity and save essential documents offline. Before final payment and departure, revisit visa guidance, FAQs, announcements and the application portal. Land travellers still need the applicable detailed guide procedure; border-only visitors also need authoritative confirmation of waiver eligibility, dates and conditions.
